I am participating in a National Association for Court Management Workgroup that is reviewing and recommending updates to the NACM-Core “Workforce Management” curriculum (https://nacmcore.org/curriculum/workforce-management/). The workgroup will be editing sections of the curriculum over the next couple of months.
In case you are not familiar with the scope of the Workforce Management, it primarily covers key human resources areas:
- Job analysis and classification
- Performance management
- Workforce planning
- Employee development and training
- Risk management
- Employee relations
- Change management
Any comments and suggestions for improving the Workforce Management curriculum are welcome. Thanks in advance!

After 38 years as a trial court administrator in the state and federal courts in the U.S., Norman continues to write, teach, and otherwise participate in judicial administration activities world-wide. In particular, he is active in the International Association for Court Administration (IACA) as a past Regional Vice President and Advisory Board member, in the National Association for Court Management (NACM) as a Past President (having received NACM's Award of Merit), and as an Associate of the Justice Speakers Institute.
